Stephen P. Lipson, Public Defender (805) 654-2201
Steve Lipson graduated from the University of California, Santa Barbara with a Bachelors degree in History. He attended the University of Oregon School of Law and received his Juris Doctorate in 1984. Mr. Lipson has spent his entire legal career working as a Public Defender, initially in Tulare County. Mr. Lipson came to the Ventura Public Defender’s Office in 1986. He has litigated all types of criminal cases, including capital cases. He was promoted to be the Assistant Public Defender in 2008 and was appointed to be the Public Defender of Ventura County in April, 2010.

Todd Howeth, Assistant Public Defender (805) 654-2844
Mr. Howeth graduated with a Bachelors degree in Philosophy from UCLA and a law degree from the University of Santa Clara. He has worked exclusively as a criminal defense lawyer since 1984 and has been certified by the State of California as a Legal Specialist in Criminal Law. Mr. Howeth has litigated well over 100 criminal cases, including capital cases. He also has worked as appellate counsel on several cases that resulted in favorable published decisions. He is currently assigned to supervise the felony trial team, homicide cases and capital litigation. He is currently the Assistant Public Defender, supervising felony attorneys and homicide cases.
Jean Farley, Chief Deputy Public Defender (805) 654-3033
Jean Farley graduated from Long Beach State University with a Bachelor's degree in history and a Secondary School Teaching Credential in Health and Related Technologies. She attended Pepperdine University School of Law and received her Juris Doctorate with highest honors as a Law Review staff member. She has been a career public defender and certified criminal law specialist since 1985. She has successfully litigated murder cases and specializes in competency and sanity issues. Ms. Farley also supervises our volunteer program.
Michael McMahon, Chief Deputy Public Defender (805) 477-7114
Michael McMahon is dual-certified by the California Board of Legal Specialization as a specialist in both Criminal and Appellate Law. He is a member of the Bar of the U.S. Supreme Court, a past president of the California Public Defenders Association and chairman of its Amicus Committee. Mr. McMahon serves on the Planning Committee of the annual CACJ-CPDA Capital Case Defense Seminar and has 33 years experience in capital case defense. He has a degree from the University of California in Dynamics of International Development and a Juris Doctorate from Hastings College.
Ann Favor, Chief Investigator (805) 654-3025
Ann Marie Favor studied Criminal Justice in Michigan and worked for the Oakland County Sheriff’s Department before moving to California. She graduated with a Bachelor’s degree in Business Administration from California Lutheran University in Thousand Oaks. In 1992 she was hired as an investigator for the Ventura County Public Defender and promoted to Chief Investigator in 2004. Ms. Favor has received hundreds of hours of training in defense investigation. She has investigated numerous misdemeanors and felonies, and was assigned as lead investigator on two death penalty cases.
John McNamara, Chief Deputy Public Defender (805) 654-3022
John McNamara graduated from the University of San Diego with a Bachelor’s degree in psychology and history in 1973. He graduated from the University of San Diego School of Law in 1977 with a Juris Doctorate. He worked as a Deputy Public Defender in Chicago for eight years during which he tried more than 80 felony trials, including six death penalty cases. In Ventura County since 1986, John worked as a private attorney before joining the Public Defenders' Office in 2007. Mr. McNamara presently supervises the felony trial team.
Rod Kodman, Chief Deputy Public Defender (805) 654-3041
Rod Kodman represented clients in more than 2,000 cases, including homicide, burglary, arson, sexual assault, robbery, kidnapping, and car-jacking trials. He filed a writ of certiorari with the U.S. Supreme Court, argued before the U.S. Ninth Circuit Court of Appeals and represented clients in state appellate courts. In 2009, he received the Ventura County Criminal Defense Trial Attorney of the Year award.
He was a member of Law Review, authoring two articles regarding the constitutional rights of foster children. Mr. Kodman presently supervises the misdemeanor trial team and assists with the volunteer program.
